The Russians Are Not Convinced That the West Would Respond to a Nuclear Attack
All nuclear armed states do a number of different things to try and make this threat as credible as possible. This whole thing is kind of like a confidence trickriht. As long both sides believe the other side would do it, then it works. But what happens if one side starts to suspect the other side wouldn't do it? Yeso, that generates a big problem in the system. And i'm not at all convinced that that's where the russians are. At least i'm absolutely convinced that they know that they wouldn't be able to predict the western response.
