In places like the United States, we can be politically very disloyal. We don't go after people as a basis of that they voted differently or advocated for the losing candidate. The US is even worse because the seats are handed out by state. Getting rid of the Electoral College would really help. But we've got to think it's almost impossible to get rid of it. If you change the electoral rule, the policy incentives of leaders disappear. Most protectionism under Trump was aimed at those states which benefited disproportionately in some sense from private trade restrictions. They were, in fact, private goods went to key electorally important states such as New York and California.
