Since the cold war, europe has moved away from conscript forces. The russians haven't done modern war with only professional forces for a long time. And they don't like doing new things so go back to old fashioned solutions. It's partly a massive logistics failure - two thirds of your attacking force is actually the back up and medical supplies aren't available in Russia. But most importantly there are three key components: physical, mental and moral. Ukranians have just shown that it doesn't matter how well their plan works if you leave out the great combat phase then everything else will fall apart.
