Philadelphia Mayor's Focus on Quality of Life

The mayor is focused on what is the silver bullet of political perception, which is quality of life issues. So to the extent there's litter, vagrancy, panhandling, people riding motorcycles on the streets, those are easy fixes if it's in the downtown. She's really oriented towards that and really oriented towards the perception of not adding additional taxes because that's just a bad headline.
