The Ghost Bloods and the Civil War in Era Three

There is a setup for competing spy agencies. I am imagining something like the ghost bloods existing as a counter party to something that's more under government control. Oh, and maybe government controls in different like the southern scadrians have a spy thriller going on too. What do you think about that kind of like all these different possible spy agencies working against one another?
