Is RTK Query a Part of RTK?
Redux was designed in 2015 when the problem people were trying to solve was like my notifications are getting out of sync on the client side. Fetching data is such an integral part of state management and caching it, so this has always been a thing that you could do to Redux. I actually had no involvement with RTK query at all during the development process other than making a couple suggestions about some naming and some bits of API design. It was all their work up through the initial release.
