The Limitations of the Office of the General Secretary

It doesn't seem, so far, as if the title of general secretary or the office, has been limiting to shegan. Why couldn't he just continue to expand out te functional powers and symbolic powers? Where do you think a limitation will occur that would possibly incentivi im, to revive the officer of the german i appreciate the question. But in my observation, there's certain limitations of the position of party general secretary in comparison to party chairman. There are no nomotive rules that entitle him to do that.
