Can I Charge at the Same Time as Output?

I don't exactly have a spectacular history of bringing super cheap items to hardware but nevertheless I took two quick questions firstly if I plug this unit into working mains and then plug my devices into its sockets does it work like a UPS and how quick is the switchover yes you can. The other point I'll ask is does it have any means of signaling its status like a UPS to a computer or a server not that I'm aware of no okay?
