The answer has to do with if the external temperature is warmer than your body temperature. You're taking in all that heat into your body because it's sort of like what we talked about how heat tries to evenly disperse so everything's the same temperature. And water can take in a lot of heat before it starts to warm up. That's why the sun can beat down on it all day and your concrete is super hot or the sand is super hot, but the pool water is not.
