There was a moment where those institutions were quite separate and so the nervousness is from the Abbasid period initially prior to the Mongol invasion. Once it becomes a halaf the particular historical traditional and theological components of upholding the office are upheld. The idea that we can have elective shilaf or we can have a Khalifa that can be voted in by the masses and so forth isn't necessary but you have a tradition in the Ottoman Empire which for 400 years has created all the sort of like cultural, traditional and legal mechanisms of how this office works.
