Introduction

The years between the end of the war and the ratification of the constitution have long been known to scholars as the critical period. The leaders of the new united states immediately found themselves swimming in the deep end of international waters, with no one much interested helping them stay afloat. And as the years passed, it became clearer and clearer that the articles of confederation were part of the problem, not a part of the solution.
