In 1975, Idaho Senator Frank Church forced the FBI to publicly account for its illegal and immoral activities. The Church Committee also revealed more than 2,000 FBI Co-intel Pro operations aimed at individuals whose only crime was an association with a civil rights anti-war or women's liberation cause. In his testimony though, FBI Deputy Director James Adams refused to acknowledge the evidence. Many Americans who were not even suspected of crime were not only spite upon, but they were harassed.
