The Problem With the Government's Reception System
It is confusing and it's difficult for people that may have been holding back to buy the oil with this 200 pannies. And it's also difficult if you're paying in receipt of bills and you get the money credit to your electricity account, which doesn't help you have the cash there to be able to pay for your oil. I'll be honest, and this may be an unpalatable view, the system is certainly imperfect,. But it was always going to be imperfect, but it's better than them not doing anything.
