What Does Appertaining Mean Legally?
The Guano Islands Act was passed by Congress after farmers started pushing for it. It would allow the US to claim uninhabited islands that potentially could be sites for guano deposits. The law is based on a concept called appertaining, which means 'we got dibs' But there are no obligations or protections attached to this type of ownership.
