Doug Seifull: It's amazing to me that exchange traded funds are now 30% of the volume of trading on a daily basis. He says they used to be vehicles for passive investors long-term buy and hold; what I see now is active traders, institutional and retail,. using them to go in and out of the market every day. Howard Lutnik: The lack of clarity there has meant that the major actors have been hamstrung.
