The Role of Active Defense in Cyberspace
I think there are general rules of engagement that certain countries operate by. I'm not in favor of active defense, because in my mind it's like a Wild West battle where somebody has to fix all the broken stuff later. So we're trying to figure out at what point in time does a cyber operation cross the line and force the victim? And how do you retaliate against such an attack? It's something that we're all thinking about right now. If what happened in Ukraine a few years ago with not pet you happened in the U.S., I'd be afraid to see what the United States might do in retaliation.
