The government of India realized that it needed this informed and willing citizenry for planning to plans to succeed. How do you let people know about the plans in a country that is overwhelmingly illiterate and uneducated? You use every means of propaganda at the government's disposal so there were these roving publicity officers hired by the ministry of information broadcasting in New Delhi. The vast plurality of the documentaries produced by the films division which was played at every movie theater before before a commercial movie was run or in fact taken across the country on in villages through a projector onto a bed sheet or something and played.
Society cannot be designed in a top-down way. Central planning was a historic blunder that harmed India -- even though it was conceived by great men with good intentions.
