On this view, all human lives are replaceable. This goes bac o the very first question you ask me about saving one person but it would cost a lot of money. For the same money, i could save ten other people. Why not, in that case, give the parents the autany to choose with for them and their civillines? Now, that's one element of the kind of view in questionhere's another element, which is what utilitarians accept, which non utilitarians don't accept,. The kind of replace ability argument.
