The IBC Protocol Does Not Do Destructors

I believe the base IBC protocol actually doesn't really do destructors in the sense where like if I open this bus, it's like I don't really have to actively maintain too much. Those take place on the channels on top and so whether those can be closed is kind of up to the ICS.
