What Would an Internet Model Look Like?

In the 70s and 80s, DARPA spent billions of dollars on research into internet-like technologies. The money came from the US military, but it was also funded by an international community such as France or UK. It brought to mind a lot of different counterfactuals, right? What would an internet built by the Soviets have looked like? We could also think of what would an internet model off of? Cybersson looked like the famous experiment in Chile.
