Ground station as a service is essentially taking the capacity of a ground station and using that to download satellite data. For him, it's almost like the Uber model where you have a car that's passing by that's free, you book it and you can take it instead of waiting for 20 minutes. But then there are companies also working on ground software as a service as well.
