Introduction
In 2016, Denver paid homeless residents to perform public service work. Of 284 people who participated last year, 110 left the program for better long-term work elsewhere. Only 15 of those went on to work for the city itself, so most were employed in the private sector. The harder we make it for people to obtain entry-level jobs through regulating wages or qualifications, the longer we delay them from developing job history that will lead to a sequence of ever better jobs later.
