She says Russia's invasion of Ukraine and Putin's repeated use of nuclear threats has resurfaced decades-old concerns about proliferation, the possibility of nuclear war. "If there's even the remote chance they could use them, all of a sudden, this weapon that was meant to mostly beat deterred," she says.
