8% of the urge to breathe comes from high CO2 levels, and then 20% comes from low oxygen levels. The Bohr effect is that if there is not enough CO2, or if our blood is an acidic enough, it affects the strength of the bond between hemoglobin and oxygen. When you hyperventilate like that, you're getting rid of all the CO2. It takes a long time for that CO2 level to rise until you get that urge to breathe.
