The Chinese government could try to make 150 million users think what they want them to think and tailor the message to each person individually. Image deepfakes, it may have already sailed because you can do that well on home computers. In my dream world, there's a US, UK, China agreement, which is that all the stuff as powerful as GPT-4 is running on Alliance computers. You cannot chip GPUs to countries that are not part of the Alliance regime.
