Is the Mayor Lobbing the State Representative?
Lobbing is the practice of politicians trying to influence legislation in exchange for donations. Lobbying can be used by insurance companies and other industries as a way to get laws that favor their industry. Mayor's are more likely to do it because they want to advertise, hey, i tried something instead of didn't try something. But lobbing could also have an impact on city government if mayors worry about how this looks publicly.
