Level one initiative is waiting to be told. We can all recognize projects as helen Projects - an expectation that there is very clearly a decision maker behind them. Levels two and three are recommending approval or taking action in your own time.Level four ive is independent action so you're not just telling someone what to do but also helping each other out with things they might need
