Is There a Tribal Affiliation?

There are so many factors that go into this that i'm justm taking a few notess you talk. So let me try and not miss any of these things as we move forward. Tribal affiliation is important, but then there's also this question of history. And think that it's important to evaluate these things on the a very unlevel playing field that we currently are on.
