This is a piece of legislation that is designed to produce an opaque and comprehensive system of self-censorship. There is a duty in the act to protect content of democratic importance at Section 15 and journalistic content, Section 16. Do not take any comfort from that. These are pious exclamations which run completely counter to the whole tenor of the scheme of the legislation. And with legislation that operates on the basis of such vague definitions and such random techniques.
