The European Commission has proposed changes to the EU's fiscal rules. One of them would make automatic penalties for countries that deviate from their budget plans. The proposal doesn't go far enough in improving national ownership, says Jeroen Dijsselbloem. He also wants more participation at a national level and strong independent institutions.
