Before the war, before the war, basically the the lebanese administration was held by a decently qualified people. Just anybody needing a job, because he could not find a job in the open market, would ask him for a favor to put his son in the labanese army or put his daughter in the security forces. After the war, they started shoving people in the administration because they needed to give them jobs and appease them as political supporters. It became really a burden on the economy because they are totally inefficient. They are when you are inefficient and basically ignorant, you do not know how to manage a machine like a bureaucracy.
