I Think Pope Leo Was the Perfect Holy Bureaucrat
Leo wanted to preserve and protect the beautiful church, but also the people. I think he probably would have preferred to live a life of prayer and contemplation. But realistically, he spent a lot of his time on this tedious stuff. If you have an administration that works well, it's so beautiful.
