Rok is the first example of a state that has to organize to manage water. It sits on the euphrates, and it tended to flood t the wrong time for agriculture. Cities had to organize labor in order to control that water. And we know this because in the epic of gilgamesh, in fact, is thi is the first mention of the great myth of the deluge.
