Willpower is what I would call won't power. Some part of you wants to buy something or drink something that you might regret later. And so some other part of you has to override that impulse and that's sort of what you're talking about. So if there's somebody who has a goal to not smoke and they feel that craving, the brain will start to initiate this whole motor pattern of trying to reach for a cigarette. That can create in your brain stress and anxiety that it will maintain until you give in to the temptation.
