The Moon Treaty Is Not Signed by 15 Member States

The moon treaty has been signed by 15 member states. Inclue, in countries like the philippines, peru, turkey, a, belgium, not space faring nations. Us, china, russia, have not signed the moon agreement. The space farring nations are not really prepared to put in the investment to go up to the moon and exploit it. They would then have to bring the resources down and look at sharing those scientific resources or our commercial resources with every other state.
