Rent to income ratio above 30% is symbolic, but there's also an economic reason for it. The threshold was decided on when looking in particular at middle to lower income households and ultimately what they may have to sacrifice if they have to pay that 30%. "You go from 29.9% to 30% and all of a sudden everything changes," he says.
