How to Turn Out the Base

Political scientists are going around thinking that everyone's doing what they're doing, which is talk about politics 24 seven and getting in these huge arguments. And the reality is, most americans hate talking about politics, don't want to argue about politics, and don't yet. The thing in that vein that i'm most interested is this idea of turning out the base. I mean, trump did turn out a group of republican voters who don't normally vote, but he turned out way more super dissatisfied democrats than he turned out his own base.
