The History of Filibustering
The Knights of the Golden Circles first plan was to start filibustering in Mexico. The United States had a neutrality law that forbade filibustering. Instead, they would set up a colony in Mexico and then become powerful enough to do another Texas. That is, they'd move into Mexican territory, become powerful, start a revolution, secede from Mexico, and eventually joy in the U.S.
