In the early 1930s, it's rampant in the United States. St. Paul, Minnesota is even considered havens for bank robbers and bootleggers. J. Edgar Hoover is looking for any excuse to expand the Bureau's powers. The agency starts a full-on mission to take down the gangsters that they call public enemies.
