In the late 1950s he's a launched a campaign called the Great Leap Forward and the People's Communion. The goal of that campaign is to collect collectivize all the rural areas and make them into communes. Mao mobilized the entire Chinese population to do one thing making steel. That filled that filled miserably and the result was great famine.
