Chrysostom often recurs to the conscience, although he perhaps overstates its efficacy. It is usually accepted that the conscience must be correctly formed by upbringing and prayer. But I think it is very unlikely most unrighteous people are tormented by their consciences. People have a great capacity for self-deceit and self-justification.
