Most people would be afraid to do this sort of work outside of either an academic or industrial lab or something like that where it's an established location. There is no culture of independent scientific research and so if you've got a bunch of scientific glass burner reaction running in your apartment and your landlord sees it they're gonna assume you're doing something illegal and bad right? You can always assume the worst ever but at the same time it does provide an opportunity for people to do safe chemistry, which I think is better than having people making chloroform in their hosts or trichloramine accidentally.
