In this rumor then spread through the c i a unit, and later to the american and canadian embassies. When you go to cuba, you are told that you're going to be surveiled 24 seven. And once you understand the context, then you can have a better appreciation for why they thought, well, maybe it's some kind of sonic device,. even though there was no evidence for it. It started with this history, in this historical context.
