In November 1896, 20 Truku warriors raided the Japanese forces and killed 13 Japanese in retaliation for alleged sexual abuses committed against some Truku women. Things quieted down by 1898 to the extent that Japan didn't need to keep a strong military presence. What they relied on instead was an oversized police force to maintain order rather than the ugly face of occupation troops. In 1902 an amnesty was offered to the last remaining holdouts still fighting Japanese rule in the mountains. Hundreds took up the offer and surrendered to the Japanese authorities.
