How Do You Carve Out a Beat in a Freelance Structure?

It's a mix of what we call pitches that come in and commissioning that we push out. We've got a really wide set of freelancers, some of whom we go back to multiple times because we think they're a great fit for a story coming up. This fall will make our first set of full-time reporter hires. And those folks will be with us 40 hours a week,. 50, 60 hours a week, and really carve out their beat. The assembly is looking at seven bureaus across the state that are based in cities and regions where you can get daily or weekly newsletters from them.
