Is There a Meaningful Difference Between International Governance and International Government?

If you want to do democracy, there has to be a system that prevents people from crossing certain red lines. If 51% of the population voted to nuke the entire planet and cause human extinction, we would not be obliged to follow the will of the majority. The same problem exists at the international level. What exactly that structure looks like? It's very hard to say.
