The House Freedom Caucus's Theory of the Case

Republicans seem to be in a process for what they're hoping happens is that at each point, nobody's going to want to be left holding the hot potato. I don't actually understand what to use one legislator's theory of the case is at this point. So you would go through this process where at every point, everybody knew this was a bad bill, but they didn't want to be the one blamed for killing it. Then you would actually have this terrible thing happen where you accidentally with nobody ever realizing this possible could have happened past this terrible bill.
