The US and South Korea's Nuclear Consultative Group

The United States wants to make South Korea feel more prepared for what may come. A new president could just snap his or her fingers and change all of this in a moment's notice. I look at this as primarily theater, an attempt to publicly pacify rising concerns in the ROK. The transformation of the North Korean nuclear arsenal remains unchanged.
