The Distinction Between Hacking and Hacking
Dina temple raston: The vocabulary that we have between someone who just has some sort of incursion to explore, versus the vocabulary we have someone actually going and break something is identical. I think this is actually a really important distinction. For us in the department of defence, intelligence gathering is called intelligence gathering. It is a very different thing to go in and change somethin about the way the network operates. Not every siber effect operation is an armed attack. There are gradations even within them. And so i think it's important that we understand that there is a range of things.
