In practice, that means arguing about a whole lot of things. Some of which won't lead anywhere or will make things very complicated. It's convenient to suppress lots of arguments because the kinds of things that we might have to say in the course of those arguments might be complicated. Once we actually engage on substance, things get messy. But you can understand the desire to just suppress the messiness.
